cross-avr/avr-libc: local bump to 2.3.2 for avrxmega3 device support

::gentoo only carries avr-libc 2.1.0, which predates the upstream 2.2.0
release that first shipped tinyAVR 0/1/2-series and megaAVR-0 (avrxmega3)
device support: I/O headers, startup code and per-device libraries.
Without it the crossdev avr toolchain cannot build for parts such as the
ATtiny3217 (no <avr/iotn3217.h>, crtattiny3217.o or libattiny3217.a) even
though avr-gcc 15 itself knows the avrxmega3 core and ships
device-specs/specs-attiny3217.

Upstream moved from Savannah to GitHub with 2.2.0.  The GitHub release
tarball ships a pre-generated ./configure and the avr/{lib,devices} trees
(mlib-gen.py output), so no bootstrap / autotools / python is needed to
build it.  Manual pages are no longer a separate download; they build
from the tree only when doxygen is present, which we do not pull in, so
docs are disabled explicitly.

Portage prefers this over the ::gentoo 2.1.0 automatically (higher
version), so an `emerge --sync` / `@world` upgrade will not revert it.
/etc/portage/crossdev/avr/env pins CROSSDEV_OVERLAY to this repo so a
future `crossdev -t avr` re-run stays consistent.
